NEW BILLS.

INTRODUCED BY MINISTERS. KEGISTRATION OF PLUMBERS. The Auckland Land for University Site Bill (Sir J. Carroll), Patents, Designs, and Trade Marks Bill (the Hon. J. A. Millar), Sale of Poisons Bill (tho lion. D. Bnddo), and Registration of Plumbers Bill (tho Hon. D. Buddo) were introduced in the Houso by Governor's Message last night, and read a first time. The Plumbers' Begistration Bill provides that a person registered under its provisions shall not be required to pass any examination relating to plumbing or to pay any fee imposed under any by-law made"by any local authority in respect of a license to carry on the business of a plumber. The Inspector-General of Schools is to keep a "Jtegister of Plumbers." Every person is entitled to bo registered who Satisfies the Registrar that, on the passing of the Act, he was in actual business as a master plumber, or was a fully competent journeyman plumber. All applications are to be made before July 1, 1012. Honours grade certificates of tho City and Guilds of London Institute or other certificate of equal value entitles applicants (o registration. The Governor may make regulations for holding examinations. After July 1,1012, no journeyman plumber shall bo deemed :i competent, worker,.within tho meaning of any Arbitration award, unless lie is registered under this Act. None but plumbers so registered may lie employed on sanitary work.

PATENTS AND DESIGNS. The Patent.*, Designs, and Trade Marts Bill, which the Hon. .1. A. Millar Iws charge of, consolidates and amends the law on the subject, and introduces a number of provisions from recent English legislation. Among tho latter is a. clause providing for the revocation of patents which are worked outside of New Zealand only after the lapse of four yearsfroiri the grant, of such patents. There is also a provision for cancellation of registration of designs, used wholly or mainly abroad. SALE OF POISONS. The Sale of Poisons Bill divides poisons into two schedules, according as they pnay be sold by (1) registered chemists and wholesale dealers, (2) shopkeepers. Tho registration fe«. is five shillings. Tho Sale of Poisons Board, constituted under the Bill, may cancel any registration of any person of an offence against tho Act, or who is deemed unfit to sell poisons, but there is a right of appeal to the Supreme Court. The board will consist of the Registrar, the Dominion Analyst, the president of the Pharmacy Board, and a person who is the holder of a storekeeper's licence, appointed by the Government. Among the restrictions on sales of poisons it is provided that arsenic and strychnine are to be coloured before delivery. Morphia or cocaine are only to be supplied where they are specified in a prescription or ordered by a registered medical .practitioner. The person on whoso behalf a sale is made, by an employee, assistant or apprentice is to bo deemed the seller.
