INEFFICIENT TRAINING. By Telegraph-Prpss Association-Conyricut Sydney, July 28. Major-General -Kirkpatrick, InspectorGeneral of the Commonwealth Military Forces, in his first annual report, declares that Australia has splendid material for an army, but the training in all branches of the service is faulty and inefficient.
