— —4> -« SESSION OPENED. GOVERNOR'S SPEECH. PAST YEAR REVIEWED; THE NEW DEFENCE SYSTEM. PROPOSED LEGISLATION. His Excellency the Governor (Lord Islington') arrived at the Parliamentary Buildings punctually at 2.30 yesterday , afternoon to perforin the opening ceremonjv He had been., preceded a tew minutes before by Lady Islington and . a party from . Government House,. and the metobers of the Council had also taken their places. The Governor was attended by quite an unusual 'number of military officers in uniform.- There were present: Major-General Godley, C.8., Comma&aant, ..Colonel Kobin C.8., Colonel R. J. .Collins, Hon. A.D.C., C.M.G., Colonel Heard, Director of Miktory Training; Colonel Burnett-Stuart, D.b.O Di-. rector of Military Operations; Colonel Johnstftn, R.G.A.; Captwn bymon,.Mailofficer to Major-General Godley: His excellency yas also attended by Captains Shannon, Macdougall, and Estcourt, and Mr. Guise, private secretary. Ihe A Squadron of the Fifth Regiment (late Heretaunga Mounted Rifles) provided a mounted escort, iiiider Lieutenant Hastings, and the guard of honour was drawn from the Permanent Forces. The Garrison Band, under Lieutenant Herd, was ■also 'in attendance, outside the building. The D Battery tired the customary salute. A crowd of moderate dimensions stood in the cold drizzling weather to watch the arrival bi his Lxccllency. The Acting-Speaker of the Legislative Councit (the Hon. W. C. F. Carncrow), wearing his V.D. decoration escorted Lady Islington to herseat and presented her "with a bouquet. When Lord Islington had taken his seat, several minutes elapsed before th© arrival of tho Speaker and members of the-House of Representatives. There was nothing ill the Speech to give rise to any 6igns of special interest on the part of the hearers.
