Tho Franco-Spanish friction over the occupation of Alcazar by the Spaniards has culminated in the Spanish Guards arresting M. Boisset, the French Consul, and marching him through tho streets with muskets levelled, to'tho Spanish commander, who released him without an apology. The French press is incensed. It declares that hitherto Franco has treated tho Spanish excesses as puerilities, but a reprimand is now necessary. The Cabinet has demanded an explanation.
