HIS EGYPTIAN APPOINTMENT. "DAILY NEWS" SCENTS REACTION. By Telegraph—Press Assocfiitton-OoDyrlelil (800. July 18, 0.45 a.m.) London, July 17. "The Times," in a leading article, dwells on tho significance of Lord Kitchener's appointment as British Agent in Egypt as implying that Sir Edward Grey's policy, outlined in Parliament thirteen months ago, will bo carried out with resolution and judgment. Lord Kitchener, "The Times" says, has* proved himself n great eoldier and a great military administrator. Ilis countrymen now expect him to provo himself a great civilian. The "Daily News" (Liberal) describes Sir Edward Grey as a. convinced believer in Lord Cramer's policy in Egypt, who defended even the atrocities disclosed in the Denshawi trial, and might be capable of sending Lord Kitchener to Egypt for tho doliboralo purpose of carrying out a policy of reaction. It is difficult, the "News" adds, to conceive that tho Cabinet as a whole should not he on'its guard against such an idea, but doubtless the Government remembered Lord Kitchener's gifts, including his tact in dealing with men. It is clear that the War Office is dtVrmined to have no Kitchener over'it, the "Nows" continues. Ilis frank preference for professional efficiency over birth is too distasteful to tho upholders of exclusiveness. Only a strong man with the support of a sympathetic Government could blow away tho numbing miasma of snobbery which is spreading from the regimental barracks to the War Offico itself. If Lord Kitchener is such a man, the failure to find him a high military appointment at Homo is not hard to explain.
