Tho betting is conducted on tho totalisator system, and an-Imperial stamp duty at the rate of 15 per cent, of .tho total stakes is levied oh the -tickets. Half the amount of. this duty is returned. by tho Empire to tho separate. States. In the enso of Prussia the money thus received is handed over to tho Ministry of Agriculture, and spent in various ways, chiefly in racing prizes, etc., with a view to tho encouragement of horse-breeding. Apart from the question of. racing there are tho military requirements to bo considered, and they nro always of importance. .High-class thoroughbred sires. arD occasionally imported from England; 'and price is not regarded as- the main -fictor. ■
