TO YIELD OR NOT TO YIELD?

UNIONIST LEADERS WEIGHING

THE ODDS.

THE 500 NEW PEERS READY,

By Telccravili—Frees Association—Oopyriehl (Rec. July 12, 10.10 p.m.) London, July 12. Tho.leaders of tho Unionist party are holding meetings to consider whether they will forco tho Government to crealo fresh Peers to carry the Parliament Bill, or whether 011 being satisfied that it is possible 1 for tho Government to seenro tho creation of new Peers thoy will ceaso to olfcr further resistance. Tho "Yorkshire Post" and tho "Birmingham Post" deprecato tho argument that the Peers should prolong the contest until tho Crown swamps their resistance. Tho "Daily Telegraph" expects tho Government will not consent to remove Homo Rule outside tho scope of tho Parliament Bill, or to recognise tho necessity for a referendum, but will accept tfio exclusion of tho Crown and the Protestant Succession from tho Bill. Tho same journal anticipates the rejection by tho Ministry of Lord Cromer's proposed joint-committee to deoide what Bills are Money Bills, but expects the acceptance of amendment, providing for a committee of tho House of Commons only, under tho chairmanship of tho Speaker, to deal with this point.

Tho "Telegraph" also declares that tho Government will accent Lord Newton's amendment as a new clause,

The Welsh Liberals, in expectation of tho adoption of tho Bill, are organising a campaign for Disestablishment.

It is expected (hat tho House of Lords will read the Bill a third time 011 Tuesday, and that the House of Commons will then consider it immediately.

Tho Master of Elibank, Patronage Secretary, to tho Treasury, lias completed a list of five hundred new Peers, the names including those of a number of members of the Houso of Commons. This will necessitate bvo-elections, and tho preparations which have been made in the constituencies affected have led many Unionists to believe that a general election is imminent.

Lord Newton's amendment proposed to exempt from tho operation of the Parliament Hill until after a general election any Bill further limiting the legislative powers of the House of Lords.
