SOUTH AFRICAN MINISTER'S - VIEWS.' By Telegraph-Press Association-Copyright (Rec. July 11, 0.10 a.m.) Johannesburg, July 10. Mr. Saner, Minister for Railways in the Union Cabinet, in a speech, stated that ho favoured tho increased employment of whites by tho Government, and declared that the importation of coloured labour from outside the Union was alarming, and should not bo permitted.
