It is expected that Mr. Taft, having already received Britain's assent to tho text of the proposed Arbitration Treaty, will bo ready to submit his proposals during tho present Congressional session. ENTHUSIASM IN LONDON. (Rcc. Juno 29, 11.10 p.m.) London, Juno 29. Mr. Balfour, Leader of the Opposition, presided at tho Pilgrims' Club dinner in honour of Mr. John Hayes Hammond, tho United States Special Ambassador to tho Coronation. There was a great demonstration when Mr. Balfour read a Washington telegram announcing that an agreement had been arrived at between Britain e.nd America on tho unlimited Arbitration Treaty.
