Mr. Hull, Minister for Finance in the Union Government, lias issued a circular pointing out Hint (lie financial prospects in South Africa are such as to necessilale Iho utmost care. The Estimates of expenditure approved by Parliament were admittedly inflated, and framed on a basis altogether too extravagant in view of the Union's resources. The Minister accordingly enjoins that, expenditure is not to be incurred unless it is unavoidable.
