MANACLING BRAINS.
REMARKS BY A JUDGE. Judge Ileydon, while delivering judf* mont in the New South Wales Industrial Court in tho appeal of tlio Carcass Butchers' Association, 011 Monday, Juno 10, made sonio highly interesting remarks 011 the relations between capital and labour, and the functions of the Courts of arbitration. He said: —
"I should like to say that, in ray opinion, if we are to make arbitration successful, and to root it in tlio eonfidojic® of tlio community, it must be dissociated from all connection with (ho manaclim; of tho energies, the brains, and the -freedom of the organisers and managers of industries I firmly believe that in Australia we. all earnestly desire to avert the spectacle, so shameful in civilised and Christian countries, of extremes of starved and broken poverty and of bursting and indolent wealth. Wo intend that, if it is humanly possible, nil shall get a fair share, and lh.il tho manhood, tho independence, a'id the comfort of tho humblest shall bo maintained. But llio path to that does not lie through hobbled imlustrv, and hampered business, aiul restraints upon the production of wealth. "Create wealth largely, distribute it fairlv,. should be our motto. Our bread principle should be: Tr.iteot; the wages nnd conditions of the worker : protect tlio freedom of (he employer, the cmployeo inav saw 'Give me a eooJ wage, considerate'and humane, conditions'; he may not say, 'Manage your business accordiim to my ideas.' The em plover may say. 'the work 1 require must lie done in (.lie way and bv the means T choc**'; lie may not say, '\nd you shall work for whatever pittance, during whatever hours and in whatever foul air and miserable surl'oundinss I dictate.'"
