Torgut Shevket Pasha reports that the Malissori have begun to surrender, and that the situation in Albania has im- . proved. (Rec. Juno 25, 5.5 p.m.) Vienna, Juno 24. Tho situation in Albania is threatening. It is stated that Torgut Pasha, under semblance of offering an amnesty and armistice, 1 is gathering his forces in readiness to deliver a crushing blow. Ho has already violated the armistice, and is now. -. destroying fruit trees and vines, and killing sheep and cattle, hoping thereby to compel the Malissori, after peace has boon restored, to emigrate or dio of hunger, tho intention being to colonise tho country ' ' with Mussulman immigrants. . ' ';:;■• The newspapers declare that unless tho Powers promptly intcrveno for tho pro- ' ■ ' lection of tho Christian races Macedonia will shortly bo transformed into • a ; ' : shambles. i': ~;;.;,,, TORGUT PASHA INTERVIEWED. _ Early in May Torgut Shevket Pasha issued a proclamation to tho Malissori, and proclaimed a state of. siege. Tho proclamation invites them to lay down, ... their arms, make complete submission, and 'receive pardon— except as to eight chiefs, including ono Moslem—within five days, after which all traitors will bo severely punished. Tho correspondent of tho "Ncucs Wiener Tagblatt" in Skutari had an interview with Torgut Pasha on May 14. Tho General declared that ho did not expect, much result, from the proclamation issued to the Albanians! tho Malissori could-not read, nnd tho agitators would interpret the.proclamation, wrongly. Ho had resolved, however, that, if the proclamation remained without effect, and if tho rebels did not give up their arms before tho expiration of the Jive days' grace,.... . he would proceed against thorn with 20,000 regulars and surround them 60 that it would bo impossible for them to escape. Later, on Torgut Pasha declared his con-' .victlou that Montenegro was.maintaining a perfectly correct attitude; if, however, at tho last moment she should tako the side of tho rebels, ho was prepared for all eventualities, even for a war. Within a wcok, he said, a second corps from Rodosto and Gallipoli could roach Skutari. Ho was convinced, however, that ho would be master of tho situation within two,, months. Tho suppression of tho revolt, was tho only solution that tho Turkish." Government considered possible, for the l; Porte would not bo induced by any othor means to grant autonomy to Albauia.
