The Prime Minister, Mr. Asquith, presided, and other British Ministers pressnt were: —Mr. Lewis Harcourt (Secretary of State for the Colonies), Sir. Herbert Samuel (Postmaster-General), and Mr. Lloyd-George (Chancellor of the Exchequer).
