REPORTS OF COMMITTEES. The City Council met last night, Coun« cillor John Smith presiding, in the al> wmec of (lie Mayor. Others present vera:—Councillors Fletcher, Shirlcliifo, M'Laren, Cameron, Fuller, Fitzgerald, Barber, M'Kenzie, Gudbcr, Atkinson, Trevor, Frost, and Hindmarsh. FINANCE COMMITTEE. The .finance and Property Cominitteo recommuided:— That (ho draft agreement with tho Rhodes Trustees providing for an cxchanj;o of land at Wadcstown, as approved ' "l" tho city solicitor, ho completed. That the draft agreement with tho Crawlord Trustees,. in connection with the purchase of land at Lyall Bay, bo approved, as altered by the cilv solicitor. That the. work of laying a tarred macadam crossing across Jorvois Quay at table Street be proceeded with, and also t.jat t ho Railway Department be requested to. form the crossing between their railway lines. that damage caused by a blocked drain at Arthur Street, amounting to XI 10s., bo paid. That the contract with Messrs. Hutson ami Company for tho supply of drainpipes lor the suburban drainage scheme be extended to tho Wadestown and Northland district, at a small increase in tho cartage rats, as recommended by tho city engineer. Tho above recommendations were adopted. RESERVES. Tho Baths and Reserves Committee recommended That the city vainer be authorised to adjust the rental of Section 8, Town Belt, on account of a small area being taken as a site ior the meteorological observatory; That the city engineer be authorised to engage a surveyor temporarily to carry out tho work asked for by the Reservee Committee at the last meeting in connection with the Town Belt and tho Zoo. That consideration of the question of the erection of a tea kiosk at Newtown ' | Park' be postponed till next yccr, and also that an applicant for permission to obtain an entrance from Newtown Park to a proposed kiosk at Roy Street be informed that the request cannot be accedrd to. That the Town Bolt sections 'be resumed, as they aro reciuircd for clearing of gorso, and, when -clcared, that upset • rentals bo fixed for tho sections, which should then be re-leased. The report was adopted. OTHER. MATTERS. The By-laws, Firo Brigade, and. Street Lighting Committeo recommended . that • street lamps lw erected at Jacobs Place, Rata Road, Jlataitai Poad, Mortimer Ter- - race, Washington Avenue, Jcypoor : Street, Stanley Street North, Burwall Street, and Stirling Street. That permission be granted to the Union Bank Morris-tube Club and thb Working Men's Mnrris-tube Club to shoot through Morris-tubes at the Union Bank premises and the Working Men's Club, subject to the conditions contained iu' tho city engineer's report. That similar action bo taken in connection'with tho encroachments reported nt' Old Farm Road, Kilbirnic, as was taken' with those in the city lately, be dealt with.

The committee reported that they had b:on waited on by a deputation from th<> hairdressers of Wellington, who objected to certain portions of the draft Hair-dres-sing Saloons By-law, nnd flie commit-, tco had forwarded the draft by-law 1o the eity ongiufer, with their objections, for report.

That the subject of rope fire escapts and rope ladders, suspended' from upper windows of buildings, was beinp attended to by the officers of the city engineer's department at present. The report was , adopted. ■
