Thero being a considerable difference of opinion in tho congress on tho matter, Mr. Hardie withdrew the resolution, on the understanding that it would be discussed at tho next conference. Sir Edward Grey, Secretary for Foreign Affairs, sent a letter wishing the Congress i. all success.
