"The Times" says that tho movo by Sir Wilfrid Laurier (Canadian Prime Minister) at the Imperial Conference to secure freedom for the Dominions' existing treaties was manifestly not inspired so much by shipping considerations as by the difficulties created in regard to the Canadian-American reciprocity agreement, ratification of which will compcl Canada to extend the concessions granted to the United States to twelve foreign Powers.
