An outburst of controversy has taken place over tho refusal ■' of Mr. Knox, United State 3 Secretary of State, acting under President Tal't's instruction, to placo before a committee of tho House of Representatives the books showing tho payment made for a portrait of a former Secretary of State. The artist received only a small amount, while a largo sum was ostensibly paid. Thp committee which was investigating expenditure demanded the records, but Mr. Knox refused to produco them, and friction is theroforo threatened.
