In a speech on Empire Day, Mr. Alfred Deakin declared that thers were two alternatives to adopt, ono of which was tho creation of a world-wido tribunal to enforce its decrees in all countries. If that was not possible, ho said, to prevent the Empire tumbling in ruins we must depend upon ourselves, at tho cost of war.
