NATIONAL INSURANCE BILL.

Mr. Sydney Buxton, President of the Board of Trade, in moving the second reading of the National Insurance Bill in the House of Commons, denied that the Government's unemployment proposals were hazardous. They were founded on good actuarial calculations. It was important that a start should be made with the proposals in a. year when there was good trade, in order to accumulate a substantial reserve. THE PRINCIPLE APPROVED. (Rec. Mny 2G, 1 a.m.) London, May 25. Tho debate on the National Insurance Bill was adjourned after members had given an expression of general approval of the principle subject to amendment at' a later stage.
