' Sir Edgar Speyeri the financier, in an address before the Liberal Colonial Club, eaid that by Britain's lending capital one per centum cheaper inside the Empire than outside, sho was saving the colonies and India at least ten millions ■ Mr. Asquith, who presided, remarked that ten millions was a far more substantial and fruitful form of preference than any of the later devices for restoring Protection, under which neither the colonies nor the Motherland had ever profited.
