Lord Laimlowno, in winding up Ihc dobate, said he bad been criticiserl for not including represmtntivrs of Hie Dominions in the reformed House of Lords, but ho believed it was impossible to adopt the suggestion without a revolution going far beyond tho limits of the Hill.
