The Marquis of Lansdowno's House o( Lords Reform Pill was read a second time- in the House of Lords. Lord llaldnnc, Secretary of State for War, reiterated Hint the question of tho Lords' Veto must first bo fettled before Hie problem of reform can be considered. He hoped, however, for the ultimate co-operation of tho two parties in tho reform of tho Upper Chamber. His Lordship, in concluding, intimated Hint tho Government was not dividing against the Bill. Lord Laimlowno, in winding up Ihc dobate, said he bad been criticiserl for not including represmtntivrs of Hie Dominions in the reformed House of Lords, but ho believed it was impossible to adopt the suggestion without a revolution going far beyond tho limits of the Hill. He defended the fairness of the Bill, but. in nowise wished it to ba regarded as not open to amendment. "MOMENTOUS HISTORICAL FACT.'-' COMMENT BY "THE TIMES." (Rec. May 23, 11 p.m.) London, May 23.. "The Times" describes it as a momentous historical fact, that the H.ouso of Lords, notwithstanding several hostile speeches by Opposition peers, has declared without a division that its ancient Constitution stands in need of Hioroush change and revision in order to adapt the Second Chamber Id modern needs.
