CABLE RATES.
CONTROL MUST BE SECURED. BRITISH POLICY EXPLAINED. By TclcEraDh—Press Association—CopyrlElit (Ike. May 19, 10.20 p.m.) London, May 10. During the discussion of tho Post Offico Estimates in tho House of Commons last night, tho Postmaster-Gene-ral, Mr, Herbert Samuel, made an important statement on Imperial cable communications. Mr. Samuel said it would bo impossible to leave tho cable rates permanently uncontrolled and entirely nfc tho discretion.of tho cable companies. Tho companies' legitimate interests, howover, must bo safeguarded. His policy was to secure control of tho companies by means of licenses empowering them to land cables. Tho licenses would in future provide that objection could bo taken to execssivo rates. The Postmaster-General also announced that ho was inaugurating farmers' telephones, for which a charge of only £3 per annum would be made. It was stated Mr. Bertram Mackcnnal, tho Australian artist, had dosigned most of the new stamps.
