Tho debate on the Budget was continued in tho Uouso of Commons last night by Mr. Balfour, Leader of the Opposition, who welcomed the proposed expenditure ou consumptive sanatoria. Ho warned the Government, however, against tho exaggerated enthusiasm in the public mind for sanatorium treatment. It was possible to weste money on permanent buildings which would have been better devoted to scientific investigation of the causes of the disease. There was a great movement in favour of attempting to deal with tuberculosis at homo. Mr. Lloyd-George replied, stating that he was establishing a special fund to provide for scientific investigation, and hoped that tho sanatoria would attract specialists, Ha added that Germany had spent more than was necessary on buildings. It was needless to spend .£IOOO on a bed, as an expenditure of <CIOO per bed would provide quite as good a building. The income tax resolutions were passed by the House.. PAYMENT OF MEMBERS. THE PROPOSALS CRITICISED. London, May 17. ■ ' Es-Ministers receiving political pensions, and Ecclesiastical Commissioners, are to bo excluded from receiving payment as members of Parliament. Many Liberals favour payment being withheld from Army officers, and others with pensions, and desire legislation to prevent hopeless candidatures, and to prohibit the handing of the 6alaTy to the charities of a member's constituency. A number of Liberals and Labourites p-refer that the salary should be fixed at .£3OO sterling instead of £400. The Nationalist loaders do not desirethat salaries should bo extended to the Irish, lest it should diminish the formers' control over the members of the party. A few Unionists decline to follow Mr. Austen Chamberlain in his opposition to the proposal, believing that the payment of salaries would 'facilitate entry of working-class Unionists into the House.
