PROPOSED LEGISLATION.

Education, in an interview 10-<)a,v said thai early next , session ho intended submilting a Town-Plurining 'Hill to Parliament. Tho legislation ho proposed to bring down would, ho said, widen tho existing powers and authorities, but unless the work was taken up by the citizens with true public spirit legislation would not be as far-reaching as was desirable. Quito a number of local bodice had signally failed to make use of the powers which they already possessed in tho matter of town improvement and (own-planning. This was evidenced by the fact that they had neglected to make streets of proper width and failed to order tho destruction or removal of insanitary dwellings which they had a perfect right to condemn. On his instructions a. Bill had been drafted which would include much of the machinery already brought into operation at llome by Imperial legislation,
