NATIONAL INSURANCE BILL
PROVISION AS TO EMIGRANTS.

Referring to recent remarks by the Chancellor of the Exchequer, Mr. LloydGeorge, regarding emigrants and immigrants, the Chancellor stating that he had made special provision for a mutual insurance arrangement with the Dominions under the new Bill, Mr. YV. M. Hughes, Acting-Federal Prime -Minister, said, with regard to an arrangement such as that suggested, it would be difficult to frame an opinion on the subject.in the absence of details. Speaking generally, he thought that reciprocity in itself was a most excellent indication 'of the tendency of modern civilisation. Mr. Lloyd-George's idea was good, but it would mean onesided reciprocity, because not half one per centum of Australians would go to England to tako advantage of it, whereas a much larger percentage would come to Australia from England. The provisions of the Invalidity Bill, which is now called the National Insurance Bill, make it clear that anybody may voluntarily contribute to the scheme provided his income is derived from n definite occupation.
