HOW RUSSIA TREATS HER JEWS. Behind the veil of autocracy, Mr. Rosenthal tells us in the New' York "Outlook," "the atrocities of tho Romanov dynasty have finally culminated in a tendency toward the complete- extinction of tho Jewish race in Russia." In three decades one nnd ,i half million Jews have been forced to leave the empire, while thousands have been killed and many more thousands maimed and plundered in a series of ■'pogroms" or anti-Jewish riots, outbreaks stimulated and countenanced by subtle governmental policy." Besides being the victim of organised violence and robbery tho Jew is hampered in liis struggle for existence by numberless icftnetions nnd special laws with their conllißling "interpretations." Ninety-five per cent, of But-sia's five million Jews are herded, by rigorous statutes, into the cities of the so-called Pale of. Jewish Settlement, thus being confined to an area equivalent to one-thousandth part of the Empire. They may not buy, lease, or manage real estate outside of these cities, and so cannot become farmers. Jews are practically excluded from the judlciaiy, from professorships and other educational positions, from Government service, from the navy and the gendarmerie. However, "the greatest affliction of the Russian Jews, and the cause of the recent exhibitions of governmental violence against these unfortunate people, is the limitation of the right of residence." In addition to the millions herded in the Pale, scattered throughout the rest of the empire are about a quarter of a million Jews, some of whom have retained old rights of residence in their localities, others belonging to certain privileged classes to whom the right of general residence is.nwoiilwl by law. But the whole policy of (he Russian Government is to withdraw all rights of external residence, and to pack the Jews closer nnd closer in the great cilic-s of the Pale. _ The coveted general right of residence in any part of the Empire is accorded, by law. to Jewish veterans, merchants of the first guild, members of certain professions, and artisrms pursuing -their calling. But this rieht is withdrawn, especially from the poor and comparatively defenceless artisans, on'many pretexts, and the victims are relentlessly forced back into the Pale.
