Henniker Heaton, of penny post fame, has cabled Mr. Josiah Thomas, tho Federal Postmaster-Goneral, congratulating him on the establishment of penny postage. Mr. Thomas hopes the day is not far distant when cables will be sent to England .it sixpence—and even at threepence—a word.
