Baring, Liberal M.P., addressing his constituents in Banffshire, said that ho had voted against tho Government, and had given notice to question Mr. Asquith as to whether he no longer anticipated proceeding with reform of the Second Chamber on tho lines of the preamble of the Veto Bill.

THE PEEAMBLE. The preamble of the Veto Bill is as follows:— Whereas it is expedient that provision should be made for regulating the relations between the two Houses of Parliament: And whereas it is intended to substitute for the House of Lords as it at present exists a Second Chamber constituted on 'a .'popular instead of'hereditary basis,'but such; substitution' cannot, be immediately brought into operation: And whereas provision will require hereafter to be made by. Parliament in a measure effecting such substitution for limiting and defining the powers of the new Second Chamber, but it is expedient to ■ make such provision as in this Act appears for restricting the existing powers of the House of Lords: Be it therefore enacted by the King's most Excellent Majesty, by and with advice and consent of the Lords Spiritual and Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, as follows. (Then follow the clauses of the Bill.) HOME RULE. VIEWS OF MR. WILLIAM O'BRIEN. London, April 23. Mr. William O'Brien, Independent Nationalist M.P., speaking in Cork, Baid that even if the Veto Bill was passed at once and unaltered it would bo humanly impossible to carry any Homo Rule measure worth talking about during the present Parliament. No responsible front-bencher would daro to say that it was possible to establish an Irish Parliament without another election.
