a N.S.W.. GOVERNMENT PROGRAMME. INCREASED TAXATION, MORE LABOUR LEGISLATION. ]3y Telegraph—Press Association-CopyricM Sydney, April 21. Mr. 'ft'. A. Holman, Acting-Premier of New South Wales, speaking at Gundagai, outlined tiio Government programme, comprising a vigorous land development policy, tho building of railways in advance of settlement, subdivision of lands thus opened for settlement, duplicating tho main lines - of railway, a new Arbitration Bill, reorganisation of tho public finances, which would bo placed on a businesslike footing, and the opening of State
coal mines to supply the railways. More taxation was foreshadowed, tho burden of which would be put on tho backs of thoso who would be best ablo to bear it. The linking of the city with North Sydney by means of tunnels would, said Mr. Holman, receive immediate attention. The question of extinguishing the State debt would bo vigorously faced. It was intended to establish a new Labour Department, with tho object of keeping tho workers acquainted with State industrial conditions. He foreshadowed a new Workmen's Compensation Act," with tho object of getting rid of the present restriction to £200 of the benefit for workmen permanently injured, tho establishment of model suburbs as workmen's homes, a wide-reaching prison law, and education reforms, and the encouragement of cooperative meat works.
