MEXICAN REBELLION.
PROTESTS AGAINST FILIBUSTERING. By Tclezrapb—Press Association-Oopyriski Mexico City, April 20. It is reported that England and Japan liavc protested against America allowing filibustering in connection with the revolution. General Madero lias refused to agree to an armistice, but says ho will, discuss it' after the battle at Juarez. THE MONROE DOCTRINE. The Washington correspondent of the ."Morning Post/' telegraphing on March 8, states':—All the newspapers' refer to the pressure put upon the Washington Government by the European Powers, and especially by Great Britain and Germany. "Great. Britain has already .informally suggested that'she will rely on the United States to protect, the lives and property ot British subjects," the correspondent of the "Tribune" says, and the newspapers are united in agreeing that the fate of the Monroe. Doctrine is at stake, and that . the United States must either prove its ability and willingness to accept the ob- ' ligations that the doctrine imposes or else the European Powers-will disregard the assumption of American overlordship on the American Continent, and protect their own citizens without regard to the feeling of the. United States. The Monroe Doctrine, tho newspapers say in a Chorus, must be upheld at any cost, even if it is necessary to fight for it. [Tho Monroe Doctrine is the view expressed by President Monroe to the effect that no Europer.n Power should be per- . mitted to interfere in tho affairs of the ' American continent.]
