He condemned as demagogues those who had attacked him in Quebec, and replied to the statements that the control of tho Canadian Navy would bo with the British Government, by declaring that Canada's autonomy liad been preserved by the clause in tho Naval Act which reserved to Parliament the absolute control of a service which was of its own creation, and which could be used otherwise than by the. will of the representatives of the people.
