PROVINCIAL CENTRES.

(From Our Sncci.'.l Correspondents.) WOODVILLE. The High Chief Ruler of the Rcchabite Order, who is touring the Dominion, arrived litre 011 Tuesday, and was met by representatives of the local Order, wlio drove him round tho district, pointing out the different places of interest. At a luncheon in the Foresters' Hall, tho Deputy-Mayor welcomed the visitor on behalf of citizens. The Chief Ruler's speech in reply dealt mainly with his visit to India. Ho stated that the Order is highly thought of there by tho officers of the army, this of course, being on account of the good effect which it exorcises upon the men. Every assistance had been given him by those in charge, and his tour of inspection hnd been a pleasant one. The work in Canada was also dealt with, and mention was made of the difficulties which the Order had experienced in that country, and had overcome. In 1535 (continued the speaker) the total number of members associated to the Order was 11,000, and, at the present time, there were over half a million. For years past the yearly increase had been at the rate of 20,000. The Rev. W. Beckett will commence his pastoral work here to-morrow. Tho Borough Council met on Wednesday evening, all members being present. The Bowling Club applied to bo allowed to take silt from the bed of the Mangapapa Creek to top-dress the green. — Granted, subject to the inspector's approval. A Wharite settler applied to bo allowed to connect with the intake, but it was understood that the inspector objected to the intake pipes being tapped more than was absolutely necessary. Tho application was referred to the Works Committee to consider, the council being desirous of assisting settlers as much as possible. A request from Messrs. Hutson and Company, of Wellington, to be allowed to transfer their contract for pipes was refused. It was resolved, to givo Mr. C. Main notice that certain land (required by the council for treatment works) would bo taken under tho Public Works Act. Dr. Todd, of Waipawa, agreed to a drain being cut through his land in M'Lcan Street for the diversion of a creek now running there. Mr. W. H. Nelson wrote thanking the council for its consideration in granting him a water supply. Some discussion took place as to whether the valuation placed on Mr. Nelson's house for the water rate (£45) was a fair one, tho general opinion being that it was too low. Tho Football Club was granted tho use of the Recreation Ground for the coming season, and it was resolved to make a nine feet footpath from tho gate. The Native Department wrote stating that tho Government had not yet obtained the Native Reserve, and so could not grant the council a gravel reserve upon the banks of tho iianga-atua. The Railway Department wrote intimating that it could not-agree to the contention recently raised that the Tay Street crossing had not, been vested in it. The council, however, disagreed with this view, and recommended the incoming council to press the matter. The residents of tho Village' Settlement and Mastcrtonßoad applied for water. It was resolved to reply that tho council would bo agreeable to supply them with water if they followed the usual condition of laying the pipes. It was agreed that tho horses of men working on the drainage should not be impounded while tied up near the works. Farewell, was taken of tho Mayor (Mr. D. G. M'Kibbin) by th? councillors and staff, this .being'tho last meeting at which he wouid preside. After the conclusion of the council meeting, the Mayor entertained councillors and officers at supper in the Masonic Hotel, when 'the toasts Prosperity to Woodville- and the .Borough Council" and "The Host" were heartily honoured, ami a pleasant time was nassed. ... . . ■

W. \ enn J.P., paid a high tribute to the tact and aM"ty shown by Mr. Esson m the main old duties devolving on a country constable. Mr Woods, J.P., followed in a similar striin Mr. W. H. Gunning then presented' Mrs. E<sou with a handsome tra-velling-rug, and eulogised the work of Mr. Esson in his manifold capacities. Mr T. C. Dunckley made some valedictory remarks, endorsing the opinions of previous speakers. Miss Gunning played a pianoforte selection, Messrs. Perrv, Gunning, Clayton, . Bovis, and Woodmass contributed songs, and Miss Wickcliffe and Mr. Galland gave-recita-tions. Cheers- were given for Mr. and Mrs. Esson, when the party broke up.
