INCLUSION OF RHODESIA. By Telegraph—Press Association-OoqyrieM London, April 12. Lord Milner, formerly High Commissioner in South Africa, in a speech at the. Royal Colonial Institute, said the inclusion of Southern Rhodesia in the South African Union was imminent, but ib was highly desirable that it should first bo given time, to develop the problem of Northern Rhodesia. It was difficult and questionable whether a tropical dependency would be a desirable addition to the union. An alternative solution would bo for the Mother Country and South Africa to form an authority to control tlio country north of tho Zambesi, including the Sudan.
