The Tramways, I consider, should be made to pay, but at the rate tho suburban sections are being thrown out, they are being made to lose. Rates are heavy enough now, but they aro nothing to what they will be if theware a few more Wadestown lines built. No one in authority ever dreamed that this line would be anything but a heavy burden for tho city to carry, yet the influence of iand syndicates was strong enough to carry a poll, and the lot were weak enough to carry the work through. STREETS—I favour cutting down tho ornamental unit and putting our energy into perfecting the practical. It is good to have fine parks and beauty spots for Sundays and holidays. It is better still to havo clean, dustless streets, where we sppml sis-sevenths of'our'time. I would cut down the reserve's cstiniate for a time and put it into street cleaning, favouring a steady wood-block, and surface-tarring scheme. ACCESS TO KH.BIRNIE.-r am not in favour of a second tunnel" through Mt. Victoria. What could, and, in my opinion should ! bp done, is to widen tbo present tunnel in sections. This could bo done, at some little inconvenience, fifty per cent, cheaper than boring a new tunnel, at the same time meeting the desires of all interested. RATES.-As the city has not had i, revaluation in rates for nearly six years, and the valuations then made were perched on "boom" prices, I would favour a new valuation altogether. Values have certainly receded in Wellington during the last two years (Island Bay and Lower Hutt as much as forty per cent.), yet the old erroneous values deceive the eye on the valuation papers. Tho revaluation may not mean a, reduction in rates, but itwill mako for honesty in values. I favour the encouragement of Municipal music, local industries for Council supplies, throwing open the baths from dawn till dark (in reason),' setting up a superannuation scheme for municipal employees. I am not in favour of patronage and influence being exerted to gain employment in the Council, or the employing of inepts when good men may be had for the samo money. I am not in favour of "in camera" ..meetings .when, it. is possible to avoid them;-' the 'suppression of details regarding 't'e'mlersV'of jerry-build-ing such as has.been passed by our building inspectors-in some of the suburbs, or in unduly harassing those who are building honestly, I advocate cutting up into suitable building sections portions of the Town Belt at' South Wellington and leasing same to suitable tenants, tho rent to bo earmarked for tho development and beautifying of the rest of the belt. This barren eyesore can be made an eye-rest by a reasonable scheme embodying the above idea.
