PROGRAMME ARRANGED.

The Council of the Inter-Parliamentary Union has unanimously adopted a resolution moved by Lord Wcardale recognising the great scope of President 'l'aft's suggested compulsory arbitration scheme, and hoping that other Governments will follow America's example.
Tho programme of the Inter-Parlia-mentary Conference, to lie held at Rome in October next, has been arranged. It includes the following subjects:— Russia's proposals for the organisation of a scheme for mediation between ■States when disputes arise. Limitation of armaments. Prohibition of aerial warfare.
