General Smuts, Minister for the Interior, speaking in tho Assembly on the question of immigration, declared that too much could be made of the education test in immigration. Ho advocated that a test of sound health and good character should ho provided for whiM men. Tho Natal Immigration Board > has passed applications for leavo to import 16,000 Indians, but in consequence of the good harvests in India it will bo possible to obtain only a fraction of this number.
CONTROL OF SHIPPINC FREIGHTS. 'A TOO DRASTIC AMENDMENT.. (Rec. April 7, 11.30 p.m.) Caps Town, April 7. The Mail Contracts Bill has been read a third time in tho Senate. An amendment moved by Mr. Schreiner was rejected by 28 votes to 7: It proposed to .debar the GovernorGeneral from entering into contracts with shipowners charging unreasonable rates, and thereby empowering the Government to fix rates. The Government considered that the amendment was too drastic.

It is announced that the Witwatersrand Native Labour Association is building a laboratory at Johannesburg at a cost of. £40,000 to investigate mill-, firs' diseases. ' Tile Government has undertaken to pay half the cost of the . upkeep of the institution.
