THE UNCERTIFICATED ONES.

In the inspector's report, presented te (ho annual mooting of the Education Board to-day, it was stated that, of the 107 uueertificated teachers in (he board's employ nt (he close of the year 190!), about 70 per cent, were in receipt of salaries averaging less than .£IOO. II was almost unreasonable to expect to obtain certificated teachers for sucii positions as those. Again, it should be remembered Hint the 107 teachers referred to were not in solo charge of schools. About 40 of them were employed as assistants under cM-tificated teachers (mostly,of considerable experience}, and were therefore presumably under competent supervision. Of the remainder, fully half might be said In be doing work which could bo described as satisfactory, in (he ordinary sense of the word, while, of the rest, a fair number were showing considerable improvement hi the management of their schools. A fair proportion of uniortifi. ented teachers were young persons who had really passed the "D" examination, but had not yet, on account of their youth, received actual classification.
