LOST IN THE MAZE. "I propose to show the roundabout way the council has to proceed," said the Mayor, last evening, "to get matters carried out that have been passed by the council, through Government red tape. 1 refer to tho proposal for workmen's privileges on tramcars." A councillor: "The political maze." The Mayor: "Yes." He proceeded to read from a memorandum as follows: — On October 17, 1910, the proposal was brought up; on October 20, Mr. James ('Superintendent of Traffic) reported on ihe proposal, Mr. Cable (Assistant Tramways Engineer) approved, and the council approved; on October 28 the Electrical Engineer was instructed to supply details; on November 22 the operative clauses were drawn after the perusal of prior orders, and after consultation with the Tramway Department, and sent to tho Town Clerk and City Engineer; on November 28, Sir. Cable approved tho draft as altered; December 1, approved bv council; December 9, Karori and Minimal- notified of tho position; December 12, notice drawn; December 20, notice sent to Town Clerk for advertisement; on January 19 and 26, 1911, notice was advertised, and uotice expired on February 24; January 20, memorial drawn; February 21, memorial prepared and sent to council;. February 2H, seal authorised by council; March 2, memorial signed and sealed; March 9, declaration stampedMarch 10, document sent to Public Works Department; March 14, letter from Public Works Department asking for declaration by Town Clerk; March 20, declaration drawn and signed bv Town Clerk and forwarded to Public \Vovks Departwent; .April ;i, draft received approved as altered, and sent to the printer for a. iinal proof. .
