The agitation in ?an Francisco against the ownership of land by Japanese is causing much concern in Japan. There is also jtalk in favour of Japau refusing to participate in the forthcoming Panama Exhibition in America, but leading publicists deprecate such ac- . tion. The New York "Outlook" recently pointed out that in refusing to allow Japanese immigrants to take up land California was only adopting the same policy as practised by tho Japanese at home. Foreigners in Japan aro not allowed to hold land save under such restrictions as make it practically impossible to do so. The Japanese also exclude the Cliineso. quite as rigidly as dees any Oriental race, and in a more obnoxious manner.
