Lord Haldane, Secretary of State for War, who has just been raised to the Peerage, in speaking at Pakenham, declared that he left the House of Commons rather reluctantly, but it was the desiro of the Prime Minister. All parties were agreed that the day of tho Lords was over. This did not mean revolution, but evolution. Tho principle of the referendum was, he added, totally alien to the spirit of tho Constitution and subversive of the principles on which public business was transacted. IF THE BILL IS REJECTED. London, March 2G. Sir Henry Lucy ("Toby, M.P.," of "Punch"), writing to tho "Observer," says: "If the House of Lords rejects or fatally emasculates tho Veto Bill, Parliament will bo prorogued, and a second session, exclusively devoted to the Bill, will open the next day. If the Lords ar6 again obdurate, wholesale creation of Peers will follow." The "Observer" states that the Bill can scarcely reach the House of Lords before May. A NEW LEADER IN THE LORDS. London, March 26. Lord Haldane will be tho leading Government spokesman against Lord Balfour of Burleigh's Referendum Bill, to be introduced in tho House of Lords. A COMING BY-ELECTION. (Rec. March 27, 10.10 p.m.) London, March 27. Mr. J. D. Hope has been selected as the Liberal candidate, and Mr. B. H. Blyth as tho Unionist candidate for the vacancy in Haddingtonshire caused by tho elevation of Mr. Haldane to tlie Peerage.
