HUTT BOROUGH COUNCIL.
THE ,£IO,OOO LOAN. The ordinary meeting of the Lower Hutt Borough Council was held last evening. Present:—The Mayor (Mr. E. P. Bunny), Councillors Baldwin, Macaskill, Roots, Hayes. Alison, Hawthorn, Keinpthorrie, and Clere. The Hutt River Board, in reply to a communication from the council, approved, tho proposed, alteration in Clause 3 of the agreement in regard to tho laying 6f the water main to the septic tank.— Received. •■•.■•■■. The Petone' Council forwarded: a copy of their engineer's ■report, in which it was alleged that the Hooding of a portion of Petone was due to the blocking of Everest's Creek in the Hutt Borough. The engineer, reporting on the matter, stated that the real cause of' tho flooding was traceable to private property higher up the hill. The engineer was instructed to .furnish a detailed'report, on. the matter. Councillor Baldwin asked for information from the engineer in regard to the system of disposing of the sewage at. fit. James's Hall. The engineer stated that by some means the doors of the lavatories had become unlocked, which was contrary to instructions,, as the sewage drain was not properly connected. The Education Board advised that a cheque for ,£23 lis. 7d. (subsidy to the library) would bo forwarded in duo course—Received. • ~ ... A ratepayer was granted- assistance with his drainage/ Mr. Shearer called attention to the state of the road on the Fitzh'erbort Estate. On the motion of the Mayor the sum of .£2O was authorised for expenditure on the road. . • Mr. A. Bailey complained of the state of the Elmwood Estate, drain. Councillor Baldwin pointed out Chat each person was required .to keep his portion of tho drain clear. It was resolved to notify these residents that, if they did not keep the drain clear, the council would'do tho work and charge same to them. Four cases ot scarlet fever were reported, and, on the motion of Councillor Anson, it was decided, to instruct the local medical officers . to. inquire where the. residents of the infected homes obtained their milk supply. The engineer reported that he could find no trace of a permit for the erection of a fowlhonse on certain-property, regarding which fowlhonse some complaint had been made. The engineer recommended that the metalled track on the Old Military Road ho increased iir width from Bft. to 20ft. Tho cost of this work would be about £10. The engineer '.was authorised to put as much metal on the road as he thought fit. _ . . * .' ' Referring to gas lighting in Knight's Road, tho engineer's report stated that a canvass had shown that a gas service would bo welcomed.—Work to be proceeded with. Two hundred and nineteen permits under the drainage and sanitary b}--laws had been issued. Two. connections and eleven water services had been put in. Total expenditure to date, X 236 Bs. 7d. Tho Mayor moved tho following resolution in reference to tho ,£IO,OOO drainage loan:—"In pursuance and exercise of tho powers vested in it in that behalf by the Local Bodies Loans Act; 1908 and the amendments thereof, the Lower Hutt Borough Council hereby resolves as follows: 'That for the purpose of providing tho interest and other charges; on a loan of .£10,000,. authorised to be raised from the New Zealand State Guaranteed Advances Board, by the Lower Hutt Borough Council, under the above-mentioned Act .for tho construction and provision of sewaßO.and surfaeo drainage works (including tho taking or acquisition of lands and .other rights)—iESWOO to bo appropriated for sewage drainage, and ,£IOOO for surface drainnee—the said Lower Hutt. Borough Council hereby makes and levies a.special rato of one-seventh (i-7th) of a penny in the ponnd upon the rateable value (on the basis of tho unimproved value) of all rateable pronerty of the whole of Hit-, borough of Lower Hutt. and .that such special, rate shall be an.annual reenrrinrf rate during the currency n( such loan, and bo payable-yearly on the fourth day of August in each and every year during the currency of such loan, being a period of thirty-six and'a half ve.trs. or until the loan is fully paid of!.' "—Carried. On the motion of the Mayor it was resolved that the council take up the first instalment of .£2OOO of the loan. , The Mayor moved: "That the council proceeds lo call for fenders for cnrm„» out tbe drainage works under the ,£IO,OOO loan." - The engineer stated that he had drawn up a. scheme whereby the contracts could be divided up into sections so that e,\ch contractor would equally have a norlion of Sin. drain and a Gin. drain. The motion was carried. Councillor HawHiorn then moved that tenders be caller! for Section No. 1 immediately— CntTiwL,
