Rifaat Pasha, (ho Turkish Minister for Foreign Affairs, is advancing certain proposals to Great Britain regarding tho Persian Gulf, and tho prolongation of tho Bagdad railway to tho south. In influential Young Turk circles it is anticipated that failing a settlement of the Koweit question to Turkey's satisfaction, tho terminus of tho lino will bo at Basra or some place on the Gulf which is regarded as Turkish. ■ ANGLO-GERMAN RELATIONS. Berlin, March 12. The "North German Gazette" expresses satisfaction at the statement regarding • Persian affairs made by Sir Edward Grey, Secretary of State for Foreign Affairs, in the House of Commons. Sir: Edward Grey said Great Britain would not consent to the Porte increasing tho , Customs duty at Persian Gulf ports by 4' per centum if the funds so gained wcro' to be used to promote railways of doubtful advantage to British trade, or which' would compete with railway services hitherto in tho hands of British conceV sionarios. Tho "Gazette" says the statement shows tho road to an agreement regarding thr Bagdad railway question.
