MEXICAN CRISIS.

New York, March 11. The mobilisation of the American troops on tho Mexican border has been almost completed.
Tho American forces are ordered to maintain a passive attitude on everything except the preservation of the United States neutrality.
• NO CONCESSIONS TO JAPAN, (Rec. March 12, 5.3 p.m.) Mexico City, March 11. The Mexican Government denies that it has granted any concessions to Japan. It was rumoured recently that Japan was to be allowed to use ports in Lower California, and would lie given special transportation privileges on the railroad across the Isthmus of Tehuantepec.
OFFER OF AN AUSTRALIAN TROOP. (Rec. March i 3, 0.55 a.m.) Washington, March 12. A resident of Wonthaggi, in Victoria, Australia, has offered a troop of 500 veteran riflemen for tho revolutionary service in Mexico, and states that he is ready to risk the consequences.
MARTIAL LAW PROCLAIMED. (Rec. March 13, 0.30 a.m.) Mexico City, March 12. The Government has suspended the Constitutional guarantees, and proclaimed a mild form of martial law. The situation is regarded as grave.
