Applications to purchase aro to be given preference over applications to lease or for tenancy, and preference may lurther be given to those most in nc«l of the dwellings. . Tho rate of interest to bo paid in tho case of purchase on the amount, remaining unpaid is 5 per cent. Tho payment may extend over 231 years.
