The anti-foreign agitation at Mukden, in Manchuria, is growing, and proclamations have been issued urging tho extermination of Europeans. Advices from Vladivostok state that a Boxer rising is expected. Foreign newspapers in the Far East advise their respective Governments to send troops for the protection of their subjects.
