After that, owing to Britain's possession of more obsolescent than any other principal power the existing naval balanco will be much altered, if the immediate and future constructive policy is not taken into account. ' 0 ■ "The Times" adds: The present improved position is the outcome of pressure compelling the Government to "construct four contingent ships in 1910, and tho non-acceleration of German construction.
