TEACHERS AND BOARDS.

CLASSIFICATION AND PROMOTION. A circular letter has been issued to Education Hoards by tho Executivo Committeo of'tho New Zealand - Educational Institute, dealing with tho question of a national scheme of promotion and'classification of teachers. Three Education Hoards havo already- instituted uniform schemes, and tlio confcrcnco of boards held last year had approved the principle. The New Zealand Educatioual. Institute rccoguises the difficulty of. tho question, but as a first step has suggested that, if possible, tho boards should arrango their meetings to fall-within tlio same week or ten days in each month. Tho object of tho suggestion is to allow tho teachers' official organ, tho "New Zealand Journal of Education," to publish monthly tho list of vacancies throughout tho Dominion, which at present cannot bo done, as tho boards met r.t various dates. Teachers thus loso tho opportunity of applying for suitablo. vacancies, and ,t lie boards linvo their area-of choice for particular anpointments greatly restricted. .In tlio event of boards' agreeing to the suggestion now promulgated, tho institute would tako caro to havo tho vacancies reported regularly in tho' journal freo. of cost. It is proposed to havo a tabulated list each month, setting forth a!! necessary particulars of each vacancy. This would be in tho hands of practically every teacher in tho country *iu amnio time for making application. Should tho boards give favourable consideration to the proposal, tho executive suggests that, as tlio result of interviews' with a good many members, of tho board, tho second week in each month would bo a convenient ono to 6elcct.. Sinco many members of boards were business men, it might be inconvenient to havo the meetings at tlin begininng or tho end of tlio month. Ii tho suggestion • were apnrovcd by tho boards, the "Journal of Education" will bo published on whatever day proved most convenient.
