FAREWELL, THE BOOKMAKER.
' AS FROM TO-DAY* Bookmakers cease to-day.. "Under the new Act, eTery person whs frequents, loiters, or is in any_ street faff, the purposo of betting is guilty of aa.' oilence, and is liable, on summary conviction, to a fine not less than <£20 and. l not exceeding iliOO for a first offence, andf to a like fine or to imprisonment not exceeding three months for. a second oej subsequent offence. Similar penalties arsf provided to meet the case of a bookmakefl' betting on any street, licensed premises* racecoursc, or public place. It is laid down that every racing clua must use all reasonable and lawful meaafl of preventing bookmakers plying their l , calling on the'racecourses. The .penalty, for negligence in this connection is this cancellation for one year of tho totalisatos? license of the club concerned. Alter July 31 next the aggregate' nunH ber of days in the year on .which the( totalisator is to bo used is not to exceed' 250. Provision has been made whereby the Governor may appoint a commission, of five persons to determine the clubs toi which totalisator licenses are to be issued* Investments on the totalisator will for the future only be.received in cash,.bank notes, or cheque, either beforo or at tho time of tho investment. No investment on the machine is to bo taken from any person under 21 years of age, a fine up to *£100 against the club being set down for a breach of this section. A penalty of £50 is also provided in the case of a person falsely representing that he is 21 years of ago or more, in order to maka an investment. .
