PROGRESS OF REGISTRATION. By Telecraph—Press Association—Copyright Sydney, January 28.' The indications are that not more than 60 per cent, of tho available boys will be registered under the defence scheme by the end of the month. The Act provides a penalty up to £10 for neglect to register. So far as legislation can go in the direcof the obligation to bo trained, the Coiution of frustrating any attempt at evasion rnonwealth Defenco Act has gone, and it remains to be seen whether .its; operation will bo as drastic as its clauses. Evasion involves more than the line provided for by the Act, for tho fine does not relieve the offender from his service. A youth is .obliged to servo till he is 26, but if any portion of that service has been evaded he is not exempt from tho complete fulfilment of his obligation when ho reaches the age when, under ordinary circumstances,, he would pass on to the reserve. If he has missed a year, or twoyears, and so on, he must remain in till ho is 27, 28, or whatever the caso may be. If the Act is administered strictly and impartially, neglect to register, or. evasion of scrvice, will hardly bo worth while.
