"NINEPENCE CAPITATION."
(By Telegraph.-Siiecial Correspondent.) Chrlstchurch, January 27. Some interesting references to the "ninepence capitation" which was discontinued' and afterwards restored .by the' Education Department wero made at tho mooting of tho School Committees' Association last evening. In the course of his address, Mr. T. E; Tay-' lor, M.P., said that the money had to be allocated according to- Regulations., ■Ho .believed that it was intended that .the cost of repairs and other, items of expenditure which the committeesmsed to pay wit of incidentals should, in future,'be; paid'by tho boards. It was quite likely that, instead of the nine-' pence capitation going to tho commit toes, they would havo ■ satisfied ■with something less, as tho board would require a larger sum 'if it was to carry out..works, that need to charget against incidentals. The chairman of the Education Board (Mr. C. H..A. T.' Opie) said that tho board had, received a copy of tho regulations and had sent them back to. the Department express.' ing dissent from the particular proposal referred to by Mr., Taylor. ■ The' board wero opposed to 'narrowing tho work of tho and considered that much of the repair work which might,, under the how scheme fall to the board, could-be'-better done by the committees.. .-..'.
